This framework evaluates engineering managers across 10 dimensions and 4 levels (M1 through M4), from Engineering Manager to CTO / VP of Engineering. It defines what effective leadership looks like when AI-native delivery is the default operating model. Leaders use it to assess managers on the human systems they build — team structure, talent development, change management, and strategic direction — and to calibrate expectations as managers scale from team-level to function-level impact.
